Remove Scala dependency from flink-streaming-java

    Description

      flink-streaming-java depends on Scala through flink-clients, flink-runtime, and flink-testing-utils. We should get rid of the Scala dependency just like we did for flink-java. Integration tests and utilities which depend on Scala should be moved to flink-tests.
