[FLINK-30403] The reported latest completed checkpoint is discarded

Description

There is a small window where the reported latest completed checkpoint can be marked as discarded while the new checkpoint wasn't reported yet. 

The reason is that the function addCompletedCheckpointToStoreAndSubsumeOldest  is called before reportCompletedCheckpoint in CheckpointCoordinator.
