    Description

      For the docs-only-PRs, we can skip the ci tests. But there is an exception here, if the content of `static/generated` or `layouts/shortcodes/generated` is modified, we also need to trigger the ci tests, which can prevent that the doc of config or rest api has been changed, but the corresponding code is not together changed
