Clean-up Leftovers for changelog pre-uploading files after failover

    Description

      Since ChangelogRegistry is not persisted, registration information is lost after failover.

      It may lead to changelog leftovers.

      We can use a similar way proposed in FLINK-24852  for this.

      Or other ways like TM-owned/managed files.
