Description

It is found in FLINK-26322 that the CompactCoordinatorStateHandler doesn't properly handle the cleanup-in-progress requests but submit them as compacting requests. The issue happens when a job with compaction enabled is stop-with-savepoint and restarted with compaction disabled.
