[FLINK-26141] Support last-state upgrade mode

Description

The operator currently only implements savepoint and stateless upgrade strategies for Flink jobs.

We should investigate if we can provide last-state upgrade strategy that would use the latest available checkpoint the make job upgrades instead of savepoints.
