JobManagerMetricGroup is never actually used

    Description

      The JobManagerMetricGroup instantiated in the JobMaster's constructor is passed in the Scheduler where it is forwarded to the DefaultExecutionGraphFactory where it is never used. We might want to cleanup this code path.
