[FLINK-24552] Ineffective buffer debloat configuration in randomized tests

Description

The randomization in TestStreamEnvironment#setAsContext is ineffective, it is not used.

The problem is that the buffer debloat can be configure only through the tasks manager configuration. Configuring through the StreamExecutionEnvironment is not possible.

We should either:
1. Fix the randomization
2. Implement configuring buffer debloating through StreamExecutionEnvironment#configure
