[FLINK-24272] FileSystem compaction should throw unsupported exception in at-least-once mode

Description

When using FileSystem streaming sink compaction in At-least-once mode, some strange exceptions appear.
CompactCoordinator find unclosed files when checkpoint is not aligned (less likely).

We should prohibit the use of the comparison in at-least-once mode.
