Description

With FLINK-12364 we introduced the CheckpointFailureManager that allows us to configure how to handle checkpoint failures. In order to properly use this feature, I think we should extend our documentation for how to configure it. Ideally, it would be added to this page: https://ci.apache.org/projects/flink/flink-docs-master/docs/dev/datastream/fault-tolerance/checkpointing/
