[FLINK-22833] Source tasks (both old and new) are not reporting checkpoint start delay via CheckpointMetrics

Description

checkpointStartDelay is still not reported in the WebUI. Previous bugs FLINK-22814 and FLINK-18656 have fixed this issue only for the Task's metric, not for checkpoint metrics.
