[FLINK-22045] Set log level for shaded zookeeper logger

Description

FLINK-16163 introduced shaded dependencies for zookeeper. We missed adapting the logs accordingly which resulted in DEBUG log messages printed for zookeeper when using the shaded zookeeper dependency.

We might want to add a logger for org.apache.flink.shaded.zookeeper3.org.apache.zookeeper. to all log4j.properties files.
