[FLINK-21693] TestStreamEnvironment does not implement executeAsync

Description

When implementing FLINK-14392 we forgot to implement TestStreamEnvironment.executeAsync. As a consequence, when using TestStreamEnvironment and calling executeAsync the system will always start a new local MiniCluster. The proper behaviour would be to use the MiniCluster specified in the TestStreamEnvironment.
