Description

DeclarativeScheduler does not seem to be an appropriate name for what it does: In particular looking at the difference to the DefaultScheduler, calling it AdaptiveScheduler (as in, adapts the parallelism of the ExecutionGraph during the job lifetime) seems more appropriate.
