Description

In order to support different slot pools in the JobMaster, I propose to introduce a SlotPoolService which is used by the JobMaster to manage different slot pool types. Additionally, this service allows to retrieve the encapsulated slot pool given the correct type. This will be helpful in order to use the DeclarativeSlotPool instead of the SlotPoolImpl when using the declarative scheduler.
