[FLINK-20552] JdbcDynamicTableSink doesn't sink buffered data on checkpoint

Description

JdbcBatchingOutputFormat is wrapped to OutputFormatSinkFunction``` when createSinkTransformation at CommonPhysicalSink class. but OutputFormatSinkFunction don't implement CheckpointedFunction interface, so the flush method of JdbcBatchingOutputFormat can't be called when checkpoint
