[FLINK-20281] Window aggregation supports changelog stream input

Description

Currently, window aggregation doesn't support to consume a changelog stream. This makes it impossible to do a window aggregation on changelog sources (e.g. Kafka with Debezium format, or upsert-kafka, or mysql-cdc).
