[FLINK-19979] Sanity check after bash e2e tests for no leftover processes

Description

As seen in FLINK-19974, if an e2e test is not cleaning up properly, other e2e tests might fail with difficult to diagnose issues.

I propose to check that no leftover processes (including docker containers) are running after each bash e2e test.
