[FLINK-17696] Support eager initialization of operators with OperatorEventDispatcher

Description

The StreamOperatorParameters are parameters available for eager initialization of the StreamOperators. We should add the OperatorEventDispatcher to make it available for eager initialization.

At the same time, we should split steps "obtaining the OperatorEventGateway" and "registering the OperatorEventHandler" to support getting an eager reference to the OperatorEventGateway.
