[FLINK-16761] Return JobExecutionResult for Python ExecutionEnvironment and TableEnvironment

Description

For ExecutionEnvironment and TableEnvironment, the JobExecutionResult should be returned in order to make jobID or other information accessible for users. This is also the behavior of Java(see ExecutionEnvironment.execute()) and we should make python consistent with it.
