As discussed in https://issues.apache.org/jira/browse/FLINK-15559

Currently, we did not set baseurl, which made broken links due to missing baseurl not easy to detect.

So I propose we add a baseurl to build_docs.sh's -i & -p mode, for example /projects/flink/local-baseurl
