[FLINK-15557] Cannot connect to Azure Event Hub/Kafka since Jan 5th 2020. Kafka version issue

Description

As of Jan 5th we can no longer consume messages from azure event hub using Flink 1.9.1.  I was able to fix the issue on several of our spring boot projects by upgrading to spring boot 2.2.2, kafka 2.3.1, and kafka-clients 2.3.1
