[FLINK-14641] Fix description of metric `fullRestarts`

Description

The metric `fullRestarts` counts both full restarts and fine grained restarts since 1.9.2.
We should update the metric description doc accordingly.

We need to pointing out the the metric counts full restarts in 1.9.1 or earlier versions, and turned to count all kinds of restarts since 1.9.2.
