[FLINK-13480] Export SlotManager status at debug mode.

Description

It is very difficult to resolve some resource allocation issues, for example, FLINK-10819 .

One reason is that the status of slotmanager is very difficult to know.  I think we could save a lot of time when troubleshooting problems if the status of slotmanager can export to log 

So I propose to export the status of slotmanager when debug is open.
