Add SchedulerNG Stub Implementation

    Description

      Add a stub implementation of the SchedulerNG interface that can be configured as a replacement for LegacyScheduler.

      Acceptance Criteria

      • Stub implementation of SchedulerNG is added (DefaultSchedulerNG)
      • DefaultSchedulerNG can be enabled via feature toggle in flink-conf.yaml
        • If the feature toggle is not configured, LegacyScheduler should be used a a default.
