[FLEX-33809] Callout border does not surround arrow

Description

When setting the borderThickness of Callout eg. by subclassing CalloutSkin, the border only surround the callout frame, not the arrow

This can be noticed when running mustella mobile tests on mobile/components/CalloutButton.
