[FLEX-28755] RSL loaded more than once when the application domain target is "parent"

Description

Steps to reproduce:
1. Import the four attached projects into Flash Builder and build.
2. Run zMain.

Actual Results:
The parent modules has two modules loaded (same module loaded twice) instead of 1.

Message displayed in app:
Number of loaded RSL in the parent module: 2 Should be equal to 1!

Expected Results:
Only one RSL loaded.

Number of loaded RSL in the parent module: 1 Should be equal to 1!

Workaround (if any):
Have the parent module load the RSL instead of the children.
