[FLEX-28670] When switching ViewNavigaotrs and Views usign tab of tabbed application, slide transition only plays when changing views within the same view navigator

Description

Steps to reproduce:
1. Please load the attached application.
2. Run it in ADL.
3. It will load TabbedViewNavigatorApplication with two tabs.
4. Click "View1" button at ActionBar.
---> A new view slides in.
5. Click "Tab1".
---> The previous view slides in.
6. Click "Tab2" to switch to the second ViewNavigator.
---> Slide transition doesn't play.
7. Click "View2" at ActionBar.
---> View2 slides in.
8. Click "Tab2" again.
---> Transition plays.
9. Click "Tab1".
---> Transition doesn't play.

Actual Results: Slide transition is not consistent when navigating using tab in tabbed application.

Expected Results: Do developers need to add transition manually?

Workaround (if any):
