[FLEX-28576] When callout owner is topLevelApplication or large component, callout renders incorrect (looks like smashed)

Description

Steps to reproduce:
1. Add SplitViewNavigator and two ViewNavigators.
2. Ar tuntime, open the first view navigator in the callout with its owner being Application.

Actual Results: Callout appears broken.

It doesn't occur if the owner is something else.

Expected Results: Callout still renders fine with the application as an owner.

Workaround (if any):
