[FLEX-28567] Scrolling doesn't work inside callout

Description

Steps to reproduce:
1. Add SplitViewNavigator and a few Views.
2. Add Scroller component to the first View. Add some components to the Scroller.
3. Run the app.
4. Try scrolling when the first View appeared as part of application. (Not inside callout)
---> Notice that scrolling works.
5. Scroll the first view all the way left.
6. Open the first view in callout.
7. Try scrolling.

Actual Results: Scrolling doesn't work in callout. The first view is rendered in the callout as scrolled to the left; however, you cannot scroll-back right to show invisible portion.

Expected Results: Scrolling works in the callout.
