[FLEX-28410] Callout resizes twice when its contents changed from smaller to larger

Description

Steps to reproduce:
1. Download the attached project.
2. Run the app in any ADL or device.
3. Click "Open Callout" button.
4. In the callout, click "2" button to switch to View2.
5. In the callout, click "1" button to go back to View1, which is higher than View2.
6. Observe how the callout resizes.

Actual Results: The callout resizes to View1 size (taller) first then briefly back to View2 size (smaller) then becomes View1 size again.

Expected Results: Resize only once.

Workaround (if any): Give the callout fixed size.
