Description

Steps to reproduce:
1. Build the attached testScaledAppScrollbars.mxml using both a Flex4+ SDK and a Flex 3.5 SDK
2. When running the app click inside the flash app to give something (textarea) focus.
3. hit Ctrl+ several times to scale application up (for low vision users) until scrollbars appear allowing you to scroll content area.

Actual Results:
With the Flex 3.5 version the application will add scrollbars as the scaling causes the app to not fit in the window anymore.

With the Flex 4+ version no scrollbars will appear causing the content to be clipped.

Expected Results:

Expect scrollbars to appear consistently across SDK versions so that content is accessible
