[FLEX-28030] Pushing a View that has a TileLayout with elements that bind their size to the View can cause the bitmap to not appear

Description

When a tile layout is set to a group and called from within another view, the items are not initially displayed untill the orientation is changed and set back. This works fine when the HomeView directly contains a group with TileLayout.

Steps to reproduce:
1. Import attached fxg
2. Press the button on HomeView

Actual Results:
No images are displayed. Change orientation to landscape and switch back, images are displayed correctly.

Expected Results:
All images should be displayed initially in tile view.
