Description

Steps to reproduce:
1. Open attached sample FXP
2. SEE: The 1st ViewNavigator is set to includeIn the current state 'showit', but isn't being included.

Actual Results:
It seems that any include or exclude causes the navigator to be excluded.

Expected Results:
Works the same as other objects with state management

Workaround (if any):
Haven't found one yet.
