[FLEX-27536] Image quality degraded on mobile devices using the Flash Player

Description

Steps to reproduce:
1. Create an application with an image.
2. Load the output in a mobile browser.

Tested with Motorola Xoom under Android 3.1 and Flash Player 10.3. Also tested with a Tegra 2 developer tablet.

Loading the Tour de Flex web shows the same issue.

Actual Results:
The quality of the image is seriously degraded, even without compression.

Expected Results:
I would expect the same as on the desktop.

The issue is similar to http://bugs.adobe.com/jira/browse/SDK-30138. However, it appears with the flash player and resampling is not involved.
