[FLEX-27227] Flex UI appears too small on some Android devices

Description

Steps to reproduce:
1. Build an app with applicationDPI set to 240 using Flex 4.5 RC2.
2. Add a few controls to the app (buttons).
3. Run the app on the Simulator, not the size of the buttons.
4. Run the app on a Galaxy Tab or Motorola Atrix 4G, note the size of the buttons there.

Actual Results:
Buttons appears much smaller on Atrix 4G and Galaxy Tab than they do on either the simulator or Emulator using the same resolution.

Expected Results:
Buttons to appear large enough to use.
