Description

Steps to reproduce:
1. Create an mx:Window object.
2. Set its systemChrome property to NONE.
3. Launch window and minimize to dock.
4. Hover over icon in dock and look at the tooltip for the window.

Actual Results:
Minimized Window tooltip text is the same as the application title.

Expected Results:
Minimized Window tooltip text should be the same as the window title.

Workaround (if any):
None

This occurs in the Flex 3.5 SDK as well as the Flex 4.1 SDK.
