Description

Steps to reproduce:
1. Open flex-config.xml from a SDK zip
2. Look at the rsl-url for spark_dmv.swc

Actual Results:
The rsl name is set to spark_4.5.0.buildNumber_4.5.0.0.swf

Expected Results:
The rsl name should be set to spark_dmv_4.5.0.buildNumber.swf
