Description

When you enter a gibberish locale/language code for the tools-locale compiler option, the error message is unclear:

mxmlc -tools-locale=foo App.mxml
Loading configuration file C:\p4\flex\flex\branches\hero_private\sdk\frameworks\flex-config.xml
Adobe Flex Compiler (mxmlc)

command line: Error: the tools locale, 'tools-locale', is not available.

Use 'mxmlc -help' for information about using the command line.

The message should be something like "The specified locale or language code 'foo' is not recognized."

Also, the compiler Copyright date should be updated to 2011 from 2009.
