Description

Steps to reproduce:
1.Craete a custom tooltip.
2.Set the showDelay and hideDelay to a value
3.The tooltip appears immediately

Actual Results: Tooltip appears immediately as the mouse is hovered over the control and it never hides untill the mouse is moved out of the control.

Expected Results:ToolTip should appear after the specified delay and also should go off after the specified hide delay
