[FLEX-25429] NativeProcess not supported although the extendedDesktop profile has been specified on Windows Vista

Description

Steps to reproduce:
1. Using the Adobe Air 2.0.3 and Flex 4.1 SDK, create a project that includes a NativeProcess
2. Specify "extendedDesktop desktop" as the supportedProfiles in the app.xml properties
3. Test Native Process using Flash Builder (Alert(NativeProcess.isSupported))
Result: The native process is supported
4. Create a release build using adt
5. Install the air application on windows Vista machine
6. Test Native Process using the air application that was recently installed

Actual Results:

NativeProcess is not supported

Expected Results:

NativeProcess should be supported

Workaround (if any):

None

Note: This is only reproducable when installing the air application on Windows Vista. Note: I have UAC disabled.
