[FLEX-24803] Windows native uninstaller shows weird characters

Description

Weird characters are shown on top of the uninstall dialog in windows when i try to uninstall a air application that is running.

Steps to reproduce:
1. Install an air 2 application
2. Run the air 2 application
3. Open the windows control panel and choose "Add or Remove programs" try to uninstall while the application is running

I got the weird character with our own developed air application but also with other applications like ebay desktop.

Actual Results:
Weird characters are shown. See attachment.

Expected Results:
Some message like "Please close the application before uninstall it"
