[FLEX-24581] no more webtier folder created from build release folder.

Description

Steps to reproduce:
1. In build release drop,before build 4.5.0.16889
\\p02filusr01\flex_SDK\hero_private\4.5.0.16889, we have webtier folder. However since this build, I don't see webtier folder, so rpc tests can't be run.

Expected Results:
1. build script still creates webtier folder

or update our rpc tests(instead of compiling those from webtier compiler, compile in mxml command line tools,then launch them from browser or just run the tests).
