Found in 4.1.0.14741

Steps to reproduce:
1. Create a new Flex 4.1 app.
2. Change the theme to Halo.
3. Enable MXFTEText.css support in Builder via project properties.
4. Compile and run attached MXML file:

5. Change tabs in both LTR and RTL based TabNavigator.

Actual Results:
The icons in the RTL TabNavigator are too high and do not change position when the tab is selected.

Expected Results:
Icons in RTL TabNavigator should be vertically aligned in the tab and move down by 1px when selected (basically the same behavior as the LTR TabNavigator on the left).
