[FLEX-23443] Full screen source rect has scroll bars

Description

Steps to reproduce:
1. Install the attached app. It is built in namespace 1.5.3
2. Run the app.

Actual Results:
full screen source rect displays scroll bars. for flash it makes sense to have scroll bars as flash needs to display the message Press ESC to exit window. Hence it enforces a minimum sized stage. For AIR however this does not make sense and thus scroll bars should not come up.

Expected Results:
Scroll bars should not come up for small source rects.
