Found in 4.1.0.14641

Steps to reproduce:
1. Compile and run attached MXML file.
2. Launch LTR window and resize newly opened s:Window.
3. Launch RTL window and resize newly opened s:Window. (the issue is more apparent if you position the Window over a bunch of text or a dark background)

Actual Results:
Resizing is awkward and unexpected.

Expected Results:
RTL window resizing should behave the same as LTR window resizing.
