[FLEX-23324] MX TabNavigator background image doesnt display as expected

Description

Found in Flex 3.5.

Steps to reproduce:
1. Compile and run attached MXML file.
2. Compare the mx:TabNavigator background fill vs the mx:VBox background fill.

Actual Results:
The TabNavigator background image fill puts the image too high behind the tabs and then clips the bottom of the image, leaving an awkward empty space.

Expected Results:
The fill shouldnt extend behind the tab buttons and should extend to the bottom of the border contaner.
