[FLEX-22724] upskin, downSkin, etc. doesn't seem to be supported in fx:Style but using them doesn't give you any warning or errors

Description

Steps to reproduce:
1. import the attached .fxp file.
2. open fewfa.mxml, compile it..
3.

Actual Results:
no error or warning. but at runtime, the skin image not rendered.

Expected Results:

we need to give appropriate errors.
Workaround (if any):
