Description

Steps to reproduce:
1. Add two or more children to a TabNavigator
2. Close any child but the last

Actual Results:
The IndexChangedEvent.CHANGE event is not dispatched (unless the child being closed is the last child added).

Expected Results:
The IndexChangedEvent.CHANGE event is dispatched (regardless of which child is closed).

Workaround (if any):
None.
