Description

Steps to reproduce:
1. Create XML Schema that contains substitutionGroup.
2. Create XML data
3. Try to decode the data to objects using XMLDecoder.

Actual Results:
substitution element is skipped.

Expected Results:
substitution element is decoded to object.

Workaround (if any):
Do not use substitutionGroups.
